I was told by a prior mold inspector that I may have mold, but he didn't test properly. Then I had another guy come out and charge me for putting together a mold remediation protocol, and he declined to do additional testing since the first guy had already done it. I then called Anderson Restoration to come out and do the work - I expected the fees to have been in the range of $10k-30k, and that's not counting the disruption and expense of moving out and getting a rental home while they do the work. But when Nicolas from Anderson Restoration came out, he told me to pump the brakes, take a step back, and let's see if this is actually mold in the first place, because he was skeptical. He gave me the names of a couple of reputable mold testing companies (shoutout to Blake Salcetti and Dean Cox from Texas Mold Advisors). They came out, tested properly, and concluded I don't have mold - what I'm seeing are just fruit fly droppings and can be easily handled. Anderson saved me an enormous amount of hassle and expense, and you can bet I will refer them to anyone I know who needs mold restoration or water damage restoration work done. Thank you.Posted on Google![]()

In March of 2024 a valve broke in my upstairs bathroom causing water damage to it and the kitchen below it. Anderson was recommended by my insurance company so I used them for the cleanup, dry out and restoration. They did an excellent job in all areas. I was so grateful and impressed with the work and professionalism they showed but I was glad to be done with them. Little did I know I would need them again. In December 2025 a pipe broke in the same bathroom causing flooding in the kitchen again. I immediately called Jared and asked if he remembered me. He said of course! What can I do for you? I told him what happened and he sent a team. Again they were prompt, professional and sensitive to my needs. They don’t mind going the extra mile for you even negotiating with the insurance company. I highly recommend Anderson Restoration.Posted on Google![]()

Anderson Restoration did an amazing job thoroughly assessing the water damage done to my home. Ramiro Torres is the project manager on my case. Him and his team answered any questions or concerns that I had. They worked seamlessly with my insurance adjuster and they cleaned up after the work order was complete. I look forward to working with this team in the future! Update: Anthony Tran is helping with the repair portion of the project. He is doing an amazing job working with my insurance and providing timely estimates. I could not have asked for a better team!

Understanding Water Damage vs Flood Damage
If your home or business has taken on water, the first question is often the hardest: “Was this water damage, or was my house flooded with water?” The answer matters more than most people realize. Insurance coverage, repair costs, and even your eligibility for filing a claim all depend on whether the damage is categorized as water damage or flood damage.
This distinction causes confusion for many Houston homeowners and business owners. A burst pipe in the attic, for example, is treated very differently from rising water from Buffalo Bayou or a storm surge during hurricane season. While both situations can leave you with a water-damaged house, only one is likely to fall under flood insurance.
In this article, we’ll walk through the differences step by step: what is water damage, what is considered flood damage, how insurance companies define the two in Texas, what coverage you may need, and what actions to take immediately when disaster strikes.

What is Water Damage?
Water damage generally comes from inside your property. Common examples include:
- Burst pipes or plumbing leaks
- Roof leaks during a storm
- Overflowing toilets, sinks, or bathtubs
- AC or appliance malfunctions
- Water seeping into the walls from a small leak
This type of damage usually affects a single property. For instance, if a water heater bursts in your laundry room, the water spreads across your floors but doesn’t impact your neighbor’s house. Most standard homeowners’ insurance policies in Houston cover these kinds of sudden and accidental events. However, gradual leaks that result from poor maintenance are often excluded.
What is Considered Flood Damage?
Flood damage is different because the water source is external and widespread. FEMA and insurance carriers define a flood as “a general and temporary condition of partial or complete inundation of two or more acres of normally dry land or two or more properties” caused by:
- Heavy rainfall and flash flooding
- Storm surge from the Gulf
- Overflow of rivers, streams, or bayous
- Runoff from heavy storms that pushes water into homes
Storm surge is treated as a flood. Note: if only one small property is affected and it’s under two acres, the loss may not meet the NFIP definition. In many Houston events, however, multiple properties are impacted, so the definition is met.
Texas insurers apply the NFIP flood definition for determining flood coverage. Standard homeowners policies in Houston typically deny claims for external rising water; separate flood insurance (NFIP or private) is needed for those losses.
If tropical rainfall pushes street water over the curb and into your living room, and the event inundates multiple properties (or two or more acres), that is flood damage and is handled under flood insurance, not a standard homeowners policy.
Texas Legal and Insurance Definitions
In Texas, courts and insurance policies stick closely to FEMA’s flood definition. A flood damage claim is only valid if the water comes from outside sources, even if it’s rainwater that pools around your foundation. That means standard homeowners’ insurance in Houston will usually deny claims for external rising water. You would need to have purchased flood insurance Houston policies (either through NFIP or a private insurer) to qualify.
Key Differences Between Water Damage vs Flood Damage
- Cause or Source of the Damage
- Water damage: originates inside (pipe, appliance, roof leak).
- Flood damage: comes from outside (rising water, storm surge).
- Extent of the Damage
- Water damage: localized, often limited to one property.
- Flood damage: usually affects multiple properties or neighborhoods at once.
- Insurance Coverage
- Homeowners insurance: covers sudden and accidental internal water events; if wind/hail creates an opening and rain enters, it may be covered. Gradual seepage or neglect is excluded.
- Flood insurance: covers external flooding (rising water, runoff, storm surge) that meets NFIP’s definition.
Understanding these differences is critical when filing claims. If your house is flooded with water from the outside, your homeowners’ policy won’t apply. Without flood insurance, you may face flood damage repair costs in Houston entirely on your own.
Insurance in Houston: Who Covers What

Homeowners Insurance
A standard homeowners policy in Houston typically covers:
- Burst pipes, appliance leaks, roof leaks
- Accidental overflow of toilets or tubs
- Damage caused by fire suppression sprinklers
It does not cover:
- Flooding from heavy rain pooling around the home
- Storm surge or bayou overflow
- Long-term leaks caused by poor maintenance
Flood Insurance in Houston
Many homeowners also ask, “Does flood insurance cover flooding from rain?” The answer is yes, if the rainwater enters from outside and meets FEMA’s definition of a flood. However, rain that seeps through a small roof leak or window frame would usually fall under homeowners’ insurance instead.
Flood insurance, offered through the National Flood Insurance Program (NFIP) and private carriers, covers structural damage and personal property losses caused by external water sources. Key points:
- Waiting period: Typically 30 days after purchase before coverage starts.
- Flood zones: Homes in FEMA-designated floodplains often must carry flood insurance if they have federally backed mortgages.
- Cost: How much is flood insurance in Houston? Premiums vary widely. Recent analyses show Texas NFIP premiums average $780–$900 per year, but Risk Rating 2.0 means Houston homes in high-risk zones can be higher.
Commercial Insurance for Business Owners
Commercial property owners in Houston must also distinguish between internal water damage and flood damage. A business policy may cover burst pipes or sprinkler malfunctions, but without flood coverage, you’re unprotected if stormwater sweeps through your shop or warehouse.
Eligibility Requirements for Coverage
- Flood zone status: Check FEMA flood maps to see if your property lies in a Special Flood Hazard Area. Many Houston neighborhoods near bayous or the coast fall into these zones.
- Policy purchase: Coverage only applies if policies are active before the damage occurs. Buying insurance after a storm warning won’t help due to the 30-day waiting period.
- Maintenance obligations: Insurance companies can deny claims if they find evidence of neglect. For instance, failing to repair a roof leak or maintain gutters could limit your payout.

What to Do Immediately When Damage Happens
- Safety first: If water is rising, evacuate. If it’s an internal leak, turn off the electricity and water supply before entering.
- Document everything: Take photos, record videos, and make a list of damaged items.
- Prevent further damage: Place tarps over roof leaks, move belongings off the floor, and use fans or dehumidifiers if safe.
- Contact your insurer quickly: Report the loss as soon as possible and keep receipts for temporary repairs. For flood claims, policyholders must generally file a signed Proof of Loss with NFIP within 60 days of the flood, unless FEMA extends the deadline.
Taking quick action helps protect your claim and reduces the cost of flood damage cleanup in Houston and water restoration services.

Frequently Asked Questions
Will insurance pay for flood damage?
Standard homeowners insurance in Houston does not cover flood damage. If water enters your home from outside—whether from heavy rain, rising bayou water, or storm surge—it falls under FEMA’s definition of a flood. To be covered, you must have a separate flood insurance policy through the National Flood Insurance Program (NFIP) or a private carrier.
If you already carry flood insurance, it can help pay for structural repairs, cleanup, and in many cases, personal property damaged by the flood. However, there are limits and exclusions, which is why our team helps you document losses properly and work directly with adjusters. If you don’t have flood insurance, unfortunately, you may have to cover the costs out of pocket.
